ifo Business Climate Index Falls for Third Consecutive Month (July 2023)
Sentiment among German companies has worsened further. The ifo Business Climate Index fell to 87.3 points in July, down from 88.6 points in June. This is its third consecutive fall. In particular, companies were notably less satisfied with their current business. Expectations were also lower. The situation in the German economy is turning bleaker.
ifo Business Climate Eastern Germany: The Upward Trend Continues
Sentiment among eastern German companies continued to improve in August. The ifo Business Climate Index for the entire regional economy in eastern Germany climbed from 92.4 points to 94.6 points. This increase was mainly driven by the current business situation in August. At the same time, the companies surveyed raised their business expectations somewhat compared to the previous month. The picture was mixed across different sectors.
More German Jobs Lost to Shrinking Output of Combustion Engines than Employees Retiring
In the coming years, the number of German automotive jobs eliminated as the output of combustion engines shrinks will be higher than the number of employees retiring from the industry. This is the finding of a study conducted by the ifo Institute on behalf of the German Association of the Automotive Industry (VDA).
Work Visa Agreements between EU and Third Countries Could Reduce Asylum Applications
The ifo Institute proposes work visa agreements between the EU and safe third countries as a way to reduce the number of asylum applications and irregular immigration. “This would enable legal and controlled immigration. One reason the European asylum system is overloaded is the lack of opportunities to enter the EU legally. Especially for low-skilled people, the chances of obtaining work visas in Europe are vanishingly small,” says Panu Poutvaara, Director of the ifo Center for International Institutional Comparisons and Migration Research.

Germany: Decline in Export Expectations
Business confidence among German exporters has worsened again. The ifo Export Expectations in manufacturing fell to 5.9 balance points in January, from 8.7 balance points in December. The new year is marked by worries among German manufacturers.

Malgré les difficultés du secteur bancaire, les économistes allemands soutiennent la nouvelle hausse des taux d’intérêt annoncée par la Banque centrale européenne (BCE). C’est ce qui ressort du récent panel d’économistes organisé fin mars par l’Institut ifo avec le journal allemand FAZ. Sur les 132 professeur(e)s d’économie qui ont participé à l’enquête, 67 % se prononcent en faveur de nouvelles hausses des taux d’intérêt, 21 % pour le maintien des taux actuels et seulement 3 % pour une baisse des taux. Dans le même temps, ils exigent un renforcement des fonds propres des banques européennes afin de couvrir les risques. 72 % sont favorables à sa mise en place une fois que les turbulences actuelles seront surmontées. Une majorité encore plus forte (76 %) affirme être pour l’introduction de fonds propres appliqués aux obligations d’État. « Les experts sont quelque peu inquiets, mais ils n’anticipent pas une crise financière sérieuse », explique Niklas Potrafke, chercheur à l’Institut ifo.
Countermeasures Slow Wave of Coronavirus Bankruptcies in Germany
There is currently no sign of a wave of coronavirus-related bankruptcies in Germany. The suspension of the obligation to file for insolvency and the liquidity assistance provided by Germany’s federal and state governments have prevented it, according to the latest estimates from the ifo Institute. These are based on historical correlations between the state of the economy, corporate profits, and insolvencies. “As a result of the slump in corporate profits last year, outstanding claims should actually have been almost EUR 120 billion,” says Timo Wollmershäuser, Head of Forecasts at ifo. “Liquidity support has cut the expected level of defaults in half to about EUR 60 billion.”
ifo Institute: German Industrial Production Set to Plummet
German industry expects a massive decline over the coming three months. The ifo index for production expectations took a dive in March, from plus 2.0 to minus 20.8 points. This is the most drastic slump since the survey began in 1991. During the global financial crisis of 2008, the index fell by 13.3 points in November. “We are assuming that this development is still somewhat underestimated, as most of the answers were received by mid-March,” says Klaus Wohlrabe, Head of Surveys at the ifo Institute.

Institut ifo : la Covid-19 a causé des pertes économiques de 330 milliards d'euros en Allemagne
En 2020 et 2021, l'Allemagne a subi des pertes économiques de 330 milliards d'euros à cause de la pandémie de coronavirus. « Ce montant correspond à 10 % de notre performance économique nationale en 2019 », constate Timo Wollmershäuser, directeur des études conjoncturelles de l’Institut ifo, qui a réalisé ce calcul. Les pertes de valeur ajoutée futures dues, par exemple, aux activités d’enseignement non effectuées n'ont pas encore été prises en compte dans ces chiffres. « Nos calculs s'appuient sur les prévisions conjoncturelles pour 2020 et 2021 publiées par l'Institut ifo en décembre 2019. Sans la crise sanitaire, l'économie allemande aurait réalisé une croissance annuelle de 1,3 % au cours de ces deux années. »
Noticeably Fewer Material Shortages in German Manufacturing
Material shortages have eased noticeably in German manufacturing. In December, 50.7 percent of the companies surveyed reported problems, down from 59.3 percent in November – the third consecutive fall. This is a finding from the ifo Institute’s latest survey. “Shortages appear to be easing in many industries,” says Klaus Wohlrabe, Head of Surveys at ifo. “This will shore up the economy in the months ahead. However, depending on the development of the corona situation in China, there may be setbacks in the bottlenecks again.”
ifo President Fuest Favors Moderate and Nuanced Civil Service Wage Increases in Germany
The ifo President Clemens Fuest has spoken out in favor of “moderate wage increases” in the German public sector. “There are stronger arguments for a moderate wage round than for a big increase,” he said in Munich on Monday. “The adjustment should be nuanced. In areas where the civil service has difficulty in attracting qualified staff, it makes sense to have more scope for better pay.”

L’indice ifo du climat des affaires enregistre une légère hausse (Février 2024)
Le moral des dirigeants allemands s’est légèrement amélioré, l’indice ifo du climat des affaires étant passé à 85,5 points, contre 85,2 points en janvier. Cette embellie est due à des attentes un peu moins pessimistes alors que l’évaluation de la situation actuelle reste inchangée. Dans ce domaine, le nombre de réponses positives et négatives est à peu près le même. La conjoncture se stabilise à un faible niveau.

Sentiment in the German Automotive Cooling Down
The business climate in Germany’s automotive industry deteriorated in May. This indicator dropped to -8.6 points, down from -2.4 points* in April. “Backlash from China to the trade conflict over electric cars with the US and Europe could severely impact business for German automotive manufacturers,” says Oliver Falck, Director of the ifo Center for Industrial Organization and New Technologies.

Sentiment in German business has improved slightly. The ifo Business Climate Index rose to 93.6 points in April, up from 93.2 points in March. This was due to companies’ improved expectations. However, companies assessed their current situation as a little worse. German business’s worries are abating, but the economy is still lacking dynamism.

Le moral des entreprises allemandes s'est amélioré. L'indice ifo du climat des affaires est monté de 91,9 points en avril à 93,0 points au mois de mai. Les entreprises se sont déclarées plus satisfaites avant tout de la marche actuelle de leurs activités. Leurs attentes pour les prochains mois n'ont cependant guère changé. Elles restent prudentes. Malgré ses soucis liés à l'inflation, aux pénuries de matières premières et à la guerre en Ukraine, l'économie allemande fait cependant preuve d'une bonne solidité et ne montre encore aucun signe précurseur d'une récession.
