For the independent commission on immigration of the Federal Ministry of the Interior, the Ifo Institute estimated the need for skilled labour in Germany up to 2015. Within the framework of a status-quo projection, the expected mismatch situation on the labour market was determined and policy advice was given. The projection shows that Germany will not necessarily have "too little" manpower but not always the "suitable" types, i.e. bottlenecks in some sectors of the labour market (lack of skilled labour) and at the same time an excess supply of manpower in other labour market segments (unemployment). With the present decisions in education and training, the domestic manpower potential, especially in the areas of health and social professions, personal hygiene/hospitality/domestic occupations and also the artistic/journalistic professions will by no means be sufficient to cover the needs for manpower. Especially educational and immigration policy-makers will be called on to deal with this problem.
