Is German Manufacturing Suffering from Weak Productivity?

Productivity in German manufacturing has slowed down in recent years. At the same time, heterogeneity in the processes adopted by various segments of manufacturing is enormous. What is the economic background to these developments and do they suggest a genuine weakness in productivity?
