In the public debate there is often talk of presumably scandalous numbers of poor people and a growing gap between the rich and the poor. These sweeping statements tend to focus attention on where there is a need for concrete action, which groups can be helped and in which ways and which regions are most heavily affected by poverty and inequality when regional price differences are taken into account. In their article Klaus-Heiner Röhl and Christoph Schröder, Institut der deutschen Wirtschaft Köln, analyse poverty and the risk of poverty at a regional level; and suggest measures for fighting poverty that are directly linked with regional policy instruments.
