Article 15 of China’s accession protocol to the WTO from 2001 states that stricter trade protection regulations can be applied to a country in cases of price dumping by WTO members. The corresponding passage in the accession protocol is valid for a period of 15 years. The political institutions in the USA and the EU are therefore discussing whether and how the trade protection rules need to be adjusted by the end of 2016 at the latest for China. This article begins by presenting the economic policy problem and subsequently offers various approaches to a solution.
