Financial Flows in Federal Germany: Vertical and Horizontal Aspects of Guaranteeing Appropriate Financial Contributions to the Public Budgets of the Federal State, Länder and Municipalities

Heinemann, University of Bremen, sees the chance to tidy up the federal architecture of financial distribution by dismantling financial flows that are no longer justifiable today, by simplifying the bundling of similarly oriented financial flows, and by making the entire system clearer by reducing the scope of financial flows.
