Whereas the first two "Poverty and Wealth Reports" of the German federal government were based on data from the "Income and Consumer Survey" (EVS) of the Federal Statistical Office, the latest report has added two more data sources: a new survey "Life in Europe" (EU-SILC), which the Federal Statistical Office now conducts for the official European statistics and the "Socioeconomic Panel" (SOEP). These data do not lend themselves to comparisons with the EVS and also lead to results that deviate strongly from each other, so that the numbers presented in the third Poverty and Wealth Report have produced more chaos than clarity regarding the definition and extent of poverty in Germany.
