Needs-adjusted nonsense and the new poverty

If we believe the latest poverty report of the German federal government, 13 percent of the population in Germany is at risk of poverty. Are the calls of alarm that we hear in the media correct, or is the public discussion suffering from misleading concepts and has it been taken in by a statistical artefact?
