In the international competition for foreign investments, a high level of education in the population is an important locational factor. Academic education provides a significant contribution to the process of qualification of the population. Tertiary education has costs tied to it that arise through the operation of universities and living expenses of students. These costs can either be carried by the state through direct funding of institutions of higher education and scholarships for students. Or students and their parents fund these costs themselves. In reality neither of these two funding systems are ever implemented alone. Generally, student fees and livings expenses of students are funded through financial aid and loans by the state as well as through private means of the students and their parents. The article provides an overview of funding concepts, federal loans and scholarships as well as repayment modalities in different countries
