According to the results of the quarterly survey of the Ifo Institute of freelance building architects in nine Länder (excluding Baden-Wuerttemberg, Berlin and eastern Germany), the business climate in the beginning of the 4th quarter of 2002 deteriorated considerably against the previous quarter. Since beginning of this survey more than 20 years ago, the mood has never been so frosty.
