In recent years agricultural has been given additional tasks besides food production. These tasks were once free spin-off products which now are to be specifically performed for special payment. The article by Martin Kapfer, Prof. Alois Heißenhuber and Prof. Helmut Hoffmann, Technical University of Munich, examine the reorientation of agricultural policy introduced by Agenda 2000, with a closer look at so-called modulation.
