For the inhabitants of the new federal states, the success of German unification is seen largely in terms of the convergence of living standards with west Germany. According to calculations by the Ifo Institute, disposable per-capita income in east Germany, corrected for purchasing power differences, was roughly 90% of the west German level in 1999 compared to 75% in 1991.
