Randstad-ifo Survey: Too Much Bureaucracy When Recruiting Skilled Workers from Abroad

The bureaucratic obstacles to recruiting skilled workers from abroad remain too high, even with the Job Turbo, according to the latest Randstad ifo Personnel Manager Survey. “Many personnel managers expect little benefit from the proposed Job Turbo and the Skilled Immigration Act,” says ifo researcher Daria Schaller.

39% of those surveyed believe that these measures do not offer companies any practical help. The Job Turbo is designed to make it easier for companies to get in contact with skilled refugees. For 34%, the need for further training in the company is too high to make use of this support. For around 30%, the barriers to employment remain too high and visa applications are still taking too long. Around 23% do, however, note that skilled workers are more readily available, and 21% note lower language barriers due to mandatory courses prior to job placement.

Half of the companies surveyed see no additional incentive to hire skilled workers from abroad. After the introduction of the Job Turbo and the Skilled Immigration Act, 30% will not change their usual recruitment practices. Almost a fifth of companies expect positive effects: 17% plan to recruit foreign skilled workers for more than eight months; only one percent are considering a short-term recruitment of up to eight months.
